The major problem for contractors wishing to operate on a self employed basis is that legislation exists which effectively prevents self employment when contracting through an Agency.

This could however, be an option for individuals who provide their services to various clients, providing these clients are comfortable with the arrangement. Some clients may insist that the individual sets up a personal services company to avoid any potential tax implications which may exist if the individual operates on a self employed basis.
